Winter Storm Emergency Aid & Relief

View/Download Printable Version | Ver/Descargar en Español

Federal emergency aid is available to the state of Texas to supplement state, tribal and local recovery efforts in areas affected by a severe winter storm beginning on Feb. 11, 2021 and continuing.  Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.  Individuals and business owners who sustained losses in the designated area can begin applying for assistance by registering online at www.DisasterAssistance.gov or by calling 1.800.621.3362 or 1.800.462.7585 TTY.

Governor Abbott and the Public Utility Commission have signed two orders: The first one directs energy providers to temporarily stop disconnecting customers from power or water because of non-payment. The second one temporarily stops companies from sending invoices or bill estimates to customers until the issue of sky-rocketing bills has been resolved.

Memorial Assistance Ministries

MAM is assisting low-income individuals and families that were affected by the 2021 winter emergency with limited repair costs and flexible spending financial assistance.

Overall requirements: Valid picture ID; proof of address; proof of damage for those requesting funds for repairs, insurance deductible, etc. (pictures, insurance claim, etc.); W-9; lease if applicable; must live in one of the MAM Service Area Zip Codes: 77008, 77009, 77018, 77022, 77024, 77037, 77039, 77040, 77041, 77043, 77055, 77076, 77079, 77080, 77088, 77091, 77092; income at or below 80% of AMI, or Maximum Annual Household Income of:

1 person: $44,150

2 persons: $50,450

3 persons: $56,750

4 persons: $63,050

5 persons: $68,100

6 persons: $73,150

7 persons: $78,200

8 persons: $83,250

Basic assistance: Flexible spending assistance to those that may need help with food, water, or other basic needs.

Advanced assistance: For those that sustained physical damages such as ruptured pipes or structure damages. This will be paid directly to contractor or insurance company for deductibles. Also, to cover first month rent or deposit to those that were forced to move due to 2021 winter storm damages.

The following documents may be required: proof of damage, receipts or estimates, W-9, and lease for 1st month rent or deposit.

Assistance may be requested online at www.mamhouston.org/freeze or by calling 713.574.7533

Catholic Charities

Catholic Charities is also helping families impacted by the storm. Eligibility and documentation requirements, as well as the form to apply may be found at www.catholiccharities.org/winterstormhelp/.

Houston residents should continue to visit www.readyharris.org and www.HoustonEmergency.org for updates on the City’s ongoing response to the winter storm. Recovery resource information is also available.

Tax Relief

According to the IRS, those affected by the winter storm in Texas will have until June 15, 2021 to file various individual and business tax returns and make tax payments. Learn more at: www.irs.gov/newsroom

Assistance with Food

The Texas Health and Human Services Commission (HHSC) received federal approval to allow Supplemental Nutrition Assistance Program (SNAP) recipients to use their food benefits to purchase hot foods and ready-to-eat meals due to impacts from the severe winter storm.  SNAP recipients can now use their benefits for hot foods and ready-to-eat foods, such as rotisserie chicken or grocery store deli foods, at retailers that accept SNAP anywhere in the state. The waiver allows SNAP recipients to purchase these ready-made foods with their Lone Star Cards through the end of March.

Additionally, Texas received federal approval Feb. 19 to allow SNAP recipients to apply for replacement benefits for food lost or destroyed due to the severe weather. Texans in need can apply for benefits, including SNAP and Medicaid, at www.YourTexasBenefits.com or use the Your Texas Benefits mobile app to manage their benefits. To find local resources in your area, such as food or shelter, please call 2-1-1 and select option 1.

Emergency Preparation

Supplies Sales Tax Holiday

April 25 – 27, 2020

Natural disasters will continue to happen, even while we battle COVID-19. Prepare yourself during the 2020 Emergency Preparation Supplies Sales Tax Holiday for emergencies that can cause physical damage like hurricanes, flash floods and wildfires. You can purchase certain emergency preparation supplies tax free during the sales tax holiday. There is no limit on the number of qualifying items you can purchase, and you do not need to give an exemption certificate to claim the exemption.

This year’s holiday begins at 12:01 a.m. on Saturday, April 25, and ends at midnight on Monday, April 27.

To encourage social distancing, the sale of emergency preparation supplies purchased online or by telephone, mail, custom order, or any other means other than in person qualifies for sales tax exemption. For additional details and to view the complete list of emergency preparation supplies that qualify for tax exemption, visit the Texas Comptroller’s website.

Tropical Storm Imelda

Response & Clean-Up Efforts

On Saturday, September 28, we will be sending teams to assist with the clean-up and demo efforts in Northeast Houston.  We will gather at 8:00 a.m. on the Basketball Court of the Activity Center. We are asking anyone who is available to help to come and join us. Although experience in demo work is valuable, it is not necessary. Our team leaders have had ample training and will guide you through the work.

We are also recruiting volunteers who are willing to help wash and pack homeowners’ salvaged items and to provide compassionate care to them. If you would like to volunteer, email our Disaster Relief Team, they would appreciate a response so that we can plan accordingly.  Please make sure to bring the proper tools and safety equipment. This includes but is not limited to waterproof work boots, n95 masks, waterproof work gloves, etc. We have some masks and rubber gloves available, but it is best if you can bring your own.  Please take some time to review the Muck & Gut Guide and video and the Compassionate Care Guide.

Thank you in advance for your help, and we look forward to hearing from you!

Resources

A Tropical Storm Imelda Needs Assessment Survey has been prepared to understand the needs incurred by this storm. If you or anyone you know has been affected, please click here to fill out the Survey.

Note: This is a survey to understand the needs, not an application for assistance. It will be used to inform response efforts. As resources become available to assist those affected by flooding, we will reach out to share information about those resources.

Please complete this by September 30, 2019.

If you were affected and are in need of Homeowner Resources, click here for guidelines on reporting damage, mucking and demolition, mold remediation, avoiding contractor scams, etc.

We encourage everyone to pray for all those already affected by the storm. Pray for the first responders. Pray for those who will help with the recovery. And, pray for patience and relief from the anxiety we all feel as we see this too familiar story unfold again.

“So we, though many, are one body in Christ and individually parts of one another”
~ Romans 12:5

Hope Network

SJV Continues to bring hope to our parishioners through the HOPE Network

Rooted in our parish Mission Statement – Living Faith, Changing Lives, Making a Difference – SJV’s HOPE Network seeks to bring our community closer together, as we are one body in Christ.
We realize recovery from Harvey is a long-term process, and we want to be there for our fellow parishioners through this process. We offer prayer, encouragement and support as we are able.
In addition to prayer, we are currently focusing on volunteers who can prepare hot meals or are willing to help provide prepared food to our parishioners. Many of them are still living in hotels or do not have a functioning kitchen, and having to eat out for every meal can add up. As time progresses, additional needs will arise.
Won’t you prayerfully consider using your time and talents to bring hope to our brothers and sisters in need?
For additional information, or if you are interested in collaborating with SJV’s HOPE Network, please contact the Social Service Ministries office at 281.497.4434.

Volunteers Needed Again this Saturday

Calling all volunteers!

Once again this Saturday we are in need of volunteers (17 yrs. and older) to help out our fellow parishioners and neighbors who have experienced damage from the flooding.
Please meet at St. John Vianney on the Basketball Court of the Activity Center this Saturday, September 23 at 8:00 a.m. We’ll check-in, complete waivers and divide up into teams. Each team will be assigned to a home that is need.
Although we have some tools & supplies, if you have any of the following, please bring them: hammers, crowbars, demolition blades, wheelbarrows, shovels and protective gear (breathing mask, eye protection, gloves).
Make sure you wear old clothing; we suggest long sleeve shirts and pants.
We’ll supply the water and nourishment.

A note from Father Troy:

Dear Friends in Christ:
You may have already received a request asking for volunteers to assist in our recovery efforts this weekend. Our fellow parishioners desperately need our help and they need it now. I ask that if you are able, that you please help us help our neighbors in this great time of need. Invite your friends from work or from school or from other parishes to join us. I cannot describe how much your help is needed and what a difference it will make to those who have suffered so much. This is truly God’s work and He is calling each of us to serve and be his instruments of care and love.
Thank you for your faith, love and devotion and response to this urgent request.
Fr. Troy
